Put a person in the frame for scale. A small figure at the edge of the pool makes the height of the falls obvious, which a plain photo of the water often fails to do.
For the silky water look, use a tripod or rest the phone on a rock and try a long exposure or Live Photo set to long exposure. Check the result before you move on.
Do not climb past barriers or stand on wet rock ledges for a photo. Wet stone is slick, and signs near falls are there because people have been hurt. Take the shot from where it is safe.

Use a slow shutter speed of about half a second to a few seconds, with the camera held completely still. A tripod or a flat rock works. On a phone, try Live Photo with the long exposure effect or a night or tripod mode if it has one.
Is it safe to take photos near a waterfall?
Be careful. Rocks near falling water are wet and slippery, currents under the surface can be strong, and ledges can crumble. Stay behind barriers, follow local signs and take the photo from a stable spot instead of getting closer.
